_builder_version=\u00a0\u00bb4.5.6&Prime; _module_preset=\u00a0\u00bbdefault\u00a0\u00bb][et_pb_text _builder_version=\u00a0\u00bb4.5.6&Prime; _module_preset=\u00a0\u00bbdefault\u00a0\u00bb custom_margin=\u00a0\u00bb|46px||||\u00a0\u00bb custom_padding=\u00a0\u00bb|1px||||\u00a0\u00bb]<\/p>\n<p>L\u2019objectif du Barom\u00e8tre du CSA est de dresser un \u00e9tat des lieux de l\u2019\u00e9galit\u00e9 et de la diversit\u00e9 dans les diff\u00e9rents services de m\u00e9dias audiovisuels actifs en F\u00e9d\u00e9ration Wallonie-Bruxelles \u00e0 la lumi\u00e8re des crit\u00e8res de genre, d\u2019origine, d\u2019\u00e2ge, de cat\u00e9gorie socio-professionnelle et de handicap. Quatre \u00e9ditions du Barom\u00e8tre des services t\u00e9l\u00e9visuels ont \u00e9t\u00e9 publi\u00e9es de 2011 \u00e0 2017.<\/p>\n<p>En 2019, nous avons souhait\u00e9 mettre en \u0153uvre un nouveau Barom\u00e8tre qui prendrait comme objet d\u2019\u00e9tude les programmes des services radiophoniques. L\u2019analyse de contenu de ces services sous l\u2019angle du genre et de la diversit\u00e9 reste en effet encore largement inexplor\u00e9e, notamment en F\u00e9d\u00e9ration Wallonie-Bruxelles. Cette absence d\u2019\u00e9tude peut s\u2019expliquer, entre autres, par la difficult\u00e9 \u00e0 identifier et qualifier<span> les individus pr\u00e9sents \u00e0 l\u2019antenne, en l\u2019absence d\u2019image.<\/span><\/p>\n<p><span>Toutefois, la place occup\u00e9e par le m\u00e9dia radiophonique au sein du paysage m\u00e9diatique belge francophone nous a convaincu.e de la n\u00e9cessit\u00e9 de mener une telle analyse.\u00a0 En outre, le r\u00f4le de la \u00ab\u00a0voix\u00a0\u00bb et de la \u00ab\u00a0culture auditive\u00a0\u00bb dans la construction des repr\u00e9sentations sociales se pose \u00e9galement. <\/span><span>Plusieurs auteur.e.s\u00a0ont abord\u00e9 comment la voix travaille l\u2019identit\u00e9 en termes de genre ou de culture. Dans son ouvrage,\u00a0<em>Eclats de voix, Anthropologie des voix<\/em><\/span><a href=\"#_ftn1\" name=\"_ftnref1\"><span>[1]<\/span><\/a><span>, David Le Breton\u00a0avance\u00a0que la voix est \u00e0 comprendre comme une\u00a0\u00ab<em>\u00a0mati\u00e8re sonore \u00e0 la fois sociale, culturelle, sexu\u00e9e, affective, singuli\u00e8re\u00a0<\/em>\u00bb, la voix interroge\u00a0donc\u00a0le genre.\u00a0Par ailleurs, d\u00e8s 1987, Teresa de\u00a0Lauretis<\/span><a href=\"#_ftn2\" name=\"_ftnref2\"><span>[2]<\/span><\/a><span>\u00a0affirmait que la culture auditive \u00e9tait genr\u00e9e,\u00a0une culture que les m\u00e9dias, au premier rang desquels la radio, contribuent\u00a0\u00e0\u00a0modeler.<\/span><\/p>\n<p><span>Enfin, <\/span>le Barom\u00e8tre de l\u2019Egalit\u00e9 et de la Diversit\u00e9 s\u2019inscrit depuis 2016 dans le cadre des missions confi\u00e9es au CSA par le l\u00e9gislateur. En effet, depuis cette ann\u00e9e-l\u00e0, l\u2019article 136 du D\u00e9cret coordonn\u00e9 sur les services de m\u00e9dias audiovisuels confie au Coll\u00e8ge d\u2019autorisation et de contr\u00f4le du CSA, la mission \u00ab\u00a0de participer \u00e0 la r\u00e9alisation d&rsquo;une analyse p\u00e9riodique relative \u00e0 la repr\u00e9sentation \u00e9quilibr\u00e9e des femmes et des hommes, d&rsquo;encourager la diffusion des bonnes pratiques en mati\u00e8re de lutte contre les st\u00e9r\u00e9otypes sexistes et d&rsquo;\u00e9mettre, s&rsquo;il \u00e9chet, des recommandations sp\u00e9cifiques\u00a0\u00bb. Toutefois, convaincu de l\u2019utilit\u00e9 sociale de ce Barom\u00e8tre qui participe \u00e0 mettre la question de la diversit\u00e9 et de l\u2019\u00e9galit\u00e9 \u00e0 l\u2019agenda des politiques publiques, de la r\u00e9gulation audiovisuelle et des m\u00e9dias, le CSA poursuit l\u2019analyse des diff\u00e9rents crit\u00e8res d\u2019\u00e9galit\u00e9 et de diversit\u00e9 au-del\u00e0 des obligations d\u00e9cr\u00e9tales en mati\u00e8re d\u2019\u00e9galit\u00e9 entre les femmes et les hommes.<\/p>\n<p>En termes de structure, ce Barom\u00e8tre 2019 se d\u00e9ploie en deux volumes\u00a0:<\/p>\n<ul>\n<li>Le premier volume examine les programmes et leurs s\u00e9quences en indexant chaque intervenant.e suivant les variables de la diversit\u00e9. Le rapport de recherche est structur\u00e9 en deux parties. <span>Dans la premi\u00e8re partie, nous dressons une synth\u00e8se des tendances g\u00e9n\u00e9rales observ\u00e9es en distinguant le genre, l\u2019origine, la cat\u00e9gorie socio-professionnelle, l\u2019\u00e2ge et le handicap. Dans la deuxi\u00e8me partie, nous avons choisi d\u2019analyser les questions d\u2019\u00e9galit\u00e9 et de diversit\u00e9 \u00e0 travers des prismes sp\u00e9cifiques\u00a0: l\u2019information, les titres musicaux et l\u2019<\/span>identification des intervenant.e.s (mentions, perceptions et marqueurs sociaux).<\/li>\n<li>Le second volume du Barom\u00e8tre propose, quant \u00e0 lui, une analyse sp\u00e9cifique de la communication commerciale radiophonique sous l\u2019angle du genre.
