Sur les 11.074 intervenant.e.s encod\u00e9.e.s, 41 d\u2019entre eux.elles ont \u00e9t\u00e9 mentionn\u00e9.e.s comme \u00e9tant en situation de handicap ou sont des personnalit\u00e9s connues en situation de handicap, soit <strong>0,37 %<\/strong>.<\/span><\/p>\n<p><span style=\"color: #000000;\">Il est possible qu\u2019un certain nombre d\u2019intervenant.e.s en situation de handicap n\u2019aient pas \u00e9t\u00e9 per\u00e7u.e.s, et donc encod\u00e9.e.s, comme tel.le.s car le contexte ne le mentionnait pas ou ne permettait pas de le d\u00e9duire. En effet, en dehors d\u2019un sujet consacr\u00e9 au handicap, la mention de celui-ci est souvent non pertinente. C\u2019est la limite d\u2019un encodage reposant sur des perceptions externes en radio o\u00f9 il n\u2019y a pas d\u2019images.<\/span><\/p>\n<p><span style=\"color: #000000;\">A titre de comparaison, relevons que la proportion de personnes pr\u00e9sentant un handicap visible dans le Barom\u00e8tre des services t\u00e9l\u00e9visuels se stabilisait autour de <strong>0,30 %<\/strong> des intervenant.e.s en 2012 et 2013. En 2017, cette proportion avait tr\u00e8s l\u00e9g\u00e8rement augment\u00e9 \u00e0 <strong>1,48 %<\/strong>, en lien notamment avec des \u00e9l\u00e9ments contextuels.<\/span><\/p>\n<p><span style=\"color: #000000;\"><\/span><\/p>\n<p><span style=\"color: #000000;\">L\u2019analyse de la distribution des intervenant.e.s per\u00e7u.e.s comme \u00e9tant en situation de handicap dans les diff\u00e9rents formats de s\u00e9quences montre que 31 intervenant.e.s sur 41 (soit 75,60 %) prennent place dans des s\u00e9quences relavant de l\u2019information et de l\u2019actualit\u00e9\u00a0: 16 interviennent dans le \u00ab\u00a0journal parl\u00e9\u00a0\u00bb, 4 dans \u00ab\u00a0les chroniques relatives \u00e0 l\u2019actualit\u00e9\u00a0\u00bb, 3 dans les \u00ab\u00a0flashs infos\u00a0\u00bb mais aussi les \u00ab\u00a0entretiens\u00a0\u00bb ainsi que les \u00ab\u00a0reportages\u00a0\u00bb et enfin 2 dans les \u00ab\u00a0infos insolites\u00a0\u00bb.<\/span><\/p>\n<p><span style=\"color: #000000;\">Nous constatons que sur les 18 personnes en situation de handicap auxquelles nous avons pu attribuer un r\u00f4le m\u00e9diatique, 15 interviennent dans le <strong>r\u00f4le m\u00e9diatique de \u00ab\u00a0vox populi\u00a0\u00bb<\/strong>. M\u00eame si les effectifs sont faibles, on remarque que les personnes en situation de handicap sont essentiellement pr\u00e9sentes dans des r\u00f4les discursifs fond\u00e9s sur l\u2019affect, l\u2019exp\u00e9rience v\u00e9cue, voire le \u00ab\u00a0pathos\u00a0\u00bb. \u00c0 l\u2019inverse, elles sont tr\u00e8s largement exclues des r\u00f4les d\u2019expert.e.s, de porte-paroles mais aussi de candidat.e.s \u00e0 un jeu, c\u2019est-\u00e0-dire de la parole d\u2019opinion et du discours critique mais aussi du r\u00eave et de l\u2019univers h\u00e9doniste. C\u2019est un constat que nous avions d\u00e9j\u00e0 dress\u00e9 dans les diff\u00e9rents Barom\u00e8tres des services t\u00e9l\u00e9visuels.<\/span><\/p>\n<p><span style=\"color: #000000;\">Enfin, si 50,57 % des personnes qui ne sont pas per\u00e7ues comme \u00e9tant en situation de handicap se situent dans un niveau actif de participation \u2013 ce sont des personnes qui prennent la parole \u2013 c\u2019est seulement le cas de 39,02 % des personnes en situation de handicap (ou 16\/41). Les personnes en situation de handicap sont donc plus fr\u00e9quemment <strong>passives \u00e0 l\u2019antenne<\/strong>. C\u2019est une tendance que nous avons d\u00e9j\u00e0 observ\u00e9e dans les diff\u00e9rents Barom\u00e8tres des services t\u00e9l\u00e9visuels.
